Wenzhou, who grew up eating reform rice, is the most distinctive feature of Wenzhou. All along, Wenzhou’s reform has been thinking and advancing from the perspective of the masses and enterprises, grasping the most concerned and realistic problems of mass enterprises, solving problems one by one, releasing the reform dividend, and striving to make more people have a real sense of reform. Since the Wenzhou Municipal Reform Office was formally established in January last year, under the strong leadership of the Municipal Reform Commission, it has solidly promoted the "streamline administration, delegate power, strengthen regulation and improve services" reform, given full play to the functional orientation of the reform office, such as systematic planning, overall coordination, supervision and promotion, and worked with various localities and departments to make a lot of reform explorations around facilitating the people and benefiting enterprises, and achieved remarkable results. First, we highlight digital empowerment and promote the iteration from "traditional government affairs" to "smart services"
The digital transformation of government is the inevitable path to build a modern government with "overall wisdom". Since last year, with the joint efforts of the Municipal Big Data Development Administration and the Municipal Affairs Service Bureau, the city has vigorously promoted the digital application in six key areas, such as economic regulation, market supervision, public services, social governance, environmental protection and government operation, and innovatively launched a series of key products such as "through train" for benefiting enterprises, "global communication" for serving overseas Chinese, and "personal data treasure", which have become "national and provincial".
For example, the "through train" of the policy of benefiting enterprises mainly solves the outstanding problems of complicated names, difficult and slow implementation of the policy of rewarding enterprises. Our city has integrated 178 policies into five new policies, including industry, agriculture, service industry, open economy and talents, and implemented online application for enterprise award-winning projects in the whole process, and implemented "one network for intelligent management". At present, 126,000 applications have been approved and 6.09 billion yuan of award-winning funds have been paid. The province has replicated and promoted this reform measure in our city. In order to solve the problem of "traveling back and forth, taking too much time and high cost" for overseas Chinese and Wen Shang, our city led the country to launch the "Global Connect" service platform for overseas Chinese. There are nearly 700,000 overseas Chinese in Wenzhou, and Wen Shang is all over the country. These two huge groups, the vast majority of whom are registered in Wenzhou, have a great demand for daily work. Through the "Global Connect" service platform for overseas Chinese, overseas Chinese are allowed to work in Wenzhou. Up to now, we have set up 10 overseas service points in six countries, including Italy and Spain, and 9 remote service points in domestic cities, such as Beijing and Kunming, with a cumulative volume of more than 7,800 pieces.
Another example is "Personal Data Treasure". As the name implies, information and data related to personal high-frequency use are collected in this data treasure. As long as we open the "Zheli Office APP" and enter the "Personal Data Treasure" application, we can easily query our personal certificates such as household registration, real estate certificate, social security insurance certificate and professional title certificate, as well as common information such as personal credit report, real estate mortgage and library borrowing records, as well as medical examination reports and medical visits over the years. In principle, some data and licenses in the personal data treasure can no longer be required to be provided repeatedly by the service window. In the next step, we will also launch a number of daily application scenarios, such as proof of service, to realize "take with you", "use at any time" and "correct at any time" of personal data.
Second, we insist on system integration and promote the "multi-event" to "one thing" upgrade.
The "one thing" reform is to focus on the high-frequency affairs of ordinary people and enterprises, and assemble a number of scattered matters into a system-integrated "one thing", so that people and enterprises can enjoy the "one-stop" packaging service when they go to the government to do things, reflecting the concept of "whole government". For example, in the case of "the birth of a newborn", people used to have to go to five departments to handle six matters, such as birth medical certificate, vaccination certificate, social insurance and newborn ID card. Now they only need to accept it at a designated hospital, and many government departments cooperate to handle multiple matters, so that the documents related to newborns can be handled at one time, which has realized the transformation of the people who handle affairs from looking for "multiple departments" to looking for "the whole government". Since last year, around the important stages in the life cycle of the masses and enterprises, our city has sorted out 24 events in 9 important stages: birth, schooling, employment, marriage and childbearing, home purchase, assistance, medical treatment, retirement and funeral. There are 17 things in six important stages: business registration, site acquisition, employee recruitment, production and operation, rights protection and liquidation cancellation, and the whole process of "one thing" can be run at most once. This year, we have further enriched the "one thing" family, from 41 things last year to 100 things, focusing on the concerns of the masses and enterprises, promoting the seamless connection between the service links and the service departments, and truly letting the reform measures fall into the hearts of the masses and where enterprises need them.
At the same time, in order to further improve the efficiency of the organs and continuously optimize the business environment, our city has accelerated the reform of "running at most once" within the organs, created an integrated and collaborative network platform for cities and counties, and took the lead in formulating the management measures for the network platform. Recently, through the "bimonthly attack" action, the work foundation of "running inside" of the organs has been further consolidated, and more than 70 high-frequency scenes have been launched to run "one thing" within the organs, and the number of online events at the city and county levels has reached 4733.
Third, we have made concerted efforts to promote the coverage of "offline operation" to "full netcom operation".
With the joint efforts of the Municipal Government Affairs Service Bureau and the Municipal Big Data Development Administration, we continue to optimize "self-service" and "running nearby", and build a government service system with 100 standardized grass-roots government service centers as the main position, focusing on the construction of "E-service" self-service terminals, supplemented by "helping agents", forming a "15-minute service circle". At present, the city has deployed 1,532 "Ou E Office" self-service terminals, providing 901 high-frequency items such as public security household registration and provident fund, covering all towns (streets) and key villages. This year, the number of pieces handled has exceeded 660,000, especially during the epidemic period, which played an important role in serving the masses and enterprises.
At the same time, we rely on the Zhejiang government service network and the Zhejiang Office APP platform, and through the platform opening and data sharing, most of the things that originally needed to be handled at the window can be "online" and "handheld". Paperless enrollment, electronic health card and electronic social security card "two-card integration, one-line operation", "online registration of real estate" and other public service reform measures have been accelerated. At present, there are "Zheli Office" in the palm office, "Zhezheng Nail" in the palm office, and "Running Platform within the Office" in the office. The number of registered users of Zheli Office has exceeded 3.76 million, with an average daily visit of more than 80,000. By the end of September, the city had accepted 11.84 million online offices, accounting for 842.4% of the total number of offices. Especially for the impact of the epidemic, 20 measures were launched in 7 aspects, and the "network-running rate" and "palm-running rate" of non-face-to-face approval reached over 90%.
In terms of "cross-provincial communication", our city actively integrated into the national strategy of Yangtze River Delta integration, and further promoted the pilot project of "one network communication" for government services in the Yangtze River Delta region. Up to now, the city has realized 62 communication items. At present, high-frequency electronic certificates such as ID cards, driver’s licenses and driving licenses in the "three provinces and one city" areas of Shanghai, Zhejiang, Jiangsu and Anhui have achieved mutual recognition when handling traffic violations, hotel accommodation and other matters. Among them, for example, in the field of medical insurance, the insured in our city can realize direct credit card settlement of hospitalization and outpatient medical expenses in designated medical institutions in the Yangtze River Delta region such as Shanghai, Jiangsu and Anhui, and the insured in the Yangtze River Delta region outside Wenzhou can seek medical treatment directly in 260 designated medical institutions in Wenzhou.
Fourth, we continue to optimize the business environment and promote "service guarantee" to "factor guarantee"
This year, Wenzhou was included in the national evaluation cities for business environment for the first time. Together with relevant departments, the Municipal Party Committee Reform Office, the Municipal Development and Reform Commission continued to deepen the implementation of the "10+N" facilitation action for business environment, and made a lot of optimization and upgrading work closely around important indicators such as real estate registration, building permit, tax payment, access to credit, water and electricity network registration, and cross-border trade facilitation. At present, the business start-up link has been streamlined from four processes to one, and the province is the first to register provident fund. The realization rate of "up to 80 days" in the whole process of enterprise investment in newly assigned code projects is 100%; The "one thing" reforms such as the joint operation of enterprise water and electricity networks and the joint examination and approval of external projects have been smoothly promoted; The "single window" of international trade has covered the whole chain of cross-border trade management such as customs enforcement, port logistics and trade services; The export tax rebate is paperless and networked throughout the process, and the online comprehensive tax rate is over 95%.
We have taken various measures to solve the constraints of enterprise factors, grasped the "smooth financing project", deepened the pioneering measures such as "non-repayment of loans", "unsecured loans" and "entrusted financing of small and micro enterprises’ assets", and realized the "three rises and one drop" of private economy loans, small and micro enterprise loans, manufacturing loans and loan costs; Promote financial support and deepen the pilot reform of financial services for private and small and micro enterprises. The average interest rate of inclusive small and micro enterprise loans in the city decreased by 1.01 percentage points year-on-year; Create a credit repair system for bankrupt and reorganized enterprises, and complete the credit repair of 21 successfully reorganized enterprises; Explore and carry out the pilot work of centralized liquidation of personal debts to create opportunities for "sincere and unfortunate" debtors to be reborn. At present, the city has accepted 46 cases of centralized liquidation of personal debts and successfully completed 12 cases.
In response to the pain points reflected by enterprises, we deepened the "three services" and "20,000" actions, and established a normalized "settling old accounts" system for private enterprises. A total of 12,593 problems were solved, with a resolution rate of 97.7%, of which 231 were solved, with a resolution rate of 99.6%. In view of the problem of "excessive energy burden" strongly reflected by entrepreneurs, we will carry out special rectification of entrepreneurs’ energy burden reduction with the help of big data and enterprise codes; We will enhance the use of risk reports on major enterprise-related cases and the emergency response mechanism of entrepreneurs, deepen the detailed and flexible law enforcement of enterprises, and let enterprises invest, concentrate on starting businesses and operate with peace of mind in Wenzhou.
Fifth, we focus on the pain points and difficulties, and promote the transformation from "problem points" to "power points"
Since last year, we have insisted on "opening the door to reform", organized and carried out "micro-reform" activities around the masses, focused on the "pain points" that affect the experience of handling affairs and the "difficulties" of administrative service supervision, invited all sectors of society to "order food" for reform, let the public participate in the whole process of reform, and constantly promoted the implementation of "micro-reform" measures in various fields and aspects.
At present, the "micro-reform" activities around the masses have collected more than 1,300 high-quality opinions and suggestions in various fields, and sorted out more than 230 "micro-reform" projects in the fields of fitness, medical treatment and travel, among which a number of reform achievements such as medical imaging cloud, people’s gym, smart parking management and urban-rural bus integration have been praised by the people. For example, the Municipal Health and Health Commission has built the largest medical image cloud platform in the province to realize the interconnection of image data of 46 public hospitals in the city, significantly reducing the burden on patients; Longwan District established a smart parking platform to remind and guide the parking of illegal vehicles by SMS, which realized the change from "hard law enforcement" to "flexible management" and greatly reduced the incidence of illegal parking.
This year, we also established a "reform observer" system, inviting all sectors of society to experience the results of reform, evaluate the effectiveness of reform, and put forward reform opinions, forcing the reform lead department to carry out "micro-reform" in depth, ensuring that every "micro-reform" can meet the expectations of ordinary people and achieve "small incision and great effectiveness".
Sixth, we focus on the experience of public places and promote the optimization from "hardware upgrade" to "service upgrade"
Public places are large in quantity and wide in scope, and bear the important functions of providing public services such as transportation, culture, sports, tourism, business and medical care, which are closely related to our daily life. At present, the hardware level of public places has been generally improved, but there are still some problems such as unknown signs, poor traffic connection and poor environmental experience, which are difficult to meet the growing needs of the people for a better life.
To this end, on the basis of doing a good job in the 22 pilot projects of upgrading public service places last year, this year, our city will vigorously promote the service upgrading of nine types of public places, such as transportation facilities, tourist attractions, cultural venues, business districts, markets, public stadiums, medical places, vehicle inspection stations and urban and rural public toilets, around the requirements of "five modernizations" of public service. At present, the services of the first batch of public places, such as Wenzhou South Railway Station and Wenzhou Airport, have achieved remarkable results. For example, Wenzhou South Railway Station has focused on building a "future hub" and launched 56 renovation projects. At present, 40 projects have been completed, including the lighting of the main building of the South Railway Station, the supporting project construction of the West Square, and the intelligent renovation and upgrading of the waiting room and the exit toilet, accounting for 72% of the total; For another example, according to the reform design of building a "future airport", Wenzhou Airport has comprehensively promoted 17 service measures such as zero transfer of air-ground transportation, "paperless" service and intelligent security inspection, and built a three-dimensional transportation system of "air-ground combined transportation". Last year, the normal release rate of Wenzhou Airport reached 76.43%, with an increase of 10.41%, ranking among the top ten million airports, and the passenger transfer service experience ranked second in the country. The pilot reform of three inspection stations, such as Smart Car Port, has been completed, and the service time has been shortened to less than 30 minutes. At present, the smart settlement rate of outpatient service in municipal hospitals has increased from 69.59% to 82.52%, the smart appointment rate has increased from 97.89% to 99.08%, and the queue time for registration in peak hours has been shortened from 12.77 minutes to 2.17 minutes, which has significantly improved the sense of well-being and happiness of the people.
The second focus: effectively promote the "one thing" for the convenience of the people and enterprises.
Taking the reform of "running at most once" as the index, we will reduce matters, materials, links and time limit, actively create an efficient new system of "artificial intelligence+health care government affairs" 2.0, and 100% of medical, health and people’s livelihood matters will be handled online. We led the province to successfully realize the "one thing" approval of the whole process of the clinic from 40 working days to 5 days, and the people’s errands were reduced from 4 times to 1 time. We took the lead in realizing the reform of "one thing at birth" and multi-card joint office in all hospitals at or above the county level with obstetrics departments, and took the lead in enabling the municipal-level joint office platform of "one thing at birth", with one station and one table for six cards. We landed the first "blood service without running" in the province, and unpaid blood donors realized one-stop reduction and exemption of blood use, and the city’s blood medical institutions "one-stop" reduction and exemption of blood use was 100% full coverage. At the same time, we led the province to implement the separation of licenses, carry out the permission notification commitment system for four types of approval, comprehensively upgrade the approval service, solve the problem of no access to business, and effectively reduce the operating costs of enterprises.

Twenty-five blocks were selected in the city, and the business activities of eight major industries were carried out within the specified time and scope, and limited free operation was tried out, reducing (or exempting) the registration materials, processing time and procedures. In order to promote the spread of "one thing for birth" in the whole city as soon as possible, last year, our health and health department led ten departments, including deep reform office, public security, social security and medical insurance, to quickly connect and innovate, and launched the joint platform of "one thing for birth" in the whole city in August last year; Before the end of September, we took the lead in the province and realized that all midwifery institutions and county-level administrative service centers in the city crossed the county and handled "one thing at birth" across departments.
