In the video, the children are talking about a game called "cigarette card" with great interest. In many interviews, the reporter found that these so-called "toys", which are cut out from cigarette boxes and folded into cards, are popular among many young people.
Ms. Li, the parent of the student:Everyone will ask for a "cigarette card" when they meet, but they are too obsessed with this kind of thing, that is, they are already addicted to this kind of "cigarette card".

Parents of students, Mr. Jiang:I said what are you playing with, kid? He said all the students in the class are playing.
Not long ago, Mr. Jiang of Chengdu, Sichuan Province found that children and classmates played with "cigarette cards". In order to have more "cigarette cards", children picked them up everywhere on the road. Mr. Jiang recorded the behavior of children with his mobile phone.

Parents of students, Mr. Jiang:Because I don’t smoke myself, and now he knows more about cigarettes than I do, so he knows what cigarettes are more expensive. Expensive cigarettes, that cigarette shell is folded out to reflect something more, and I began to compare with my classmates.
In the interview, the reporter found that it is not a case that "cigarette card" causes addiction and comparison among young people.

Pupils:Good "cigarette cards" must be equal to play.
Reporter:"Harmony with the World" and "China" (cigarette cards) can play together, can’t they?
Pupils:Well, we should be equal, or we will lose, and it will be a terrible loss.
Reporter:What brand does it play with?
Pupils:No, it’s just the same value (cigarette cards) to play together.

Addicted to looking for expensive cigarette cases, some children go to the garbage dump to pick them up.
Pupils:The last time I saw a child picking up a trash can there, I asked you what you were doing. He said, look, I picked up so much from the trash can. He picked up three "Taishan (cigarette case)" and one "Zhonghua (cigarette case)".

What’s more, some teenagers go astray for expensive "cigarette cards". In July this year, in a certain place in Sichuan, six minors sneaked into a local merchant and stole more than 60,000 yuan of high-grade cigarettes in order to obtain a "cigarette card". Many parents report that the popularity of "cigarette cards" will have a negative impact on the growth of young people.

Parents of students, Mr. Liu:Now this trend, will you take money from home and buy these cigarettes later? Can it make him addicted? Will you learn to smoke again?
Parents of students, Mr. Jiang:One of the hazards is that you are exposed to cigarettes too early and have the psychology of keeping up with the joneses. It has had a bad influence on children’s three views. I think this should be a problem that our school, our parents and even the whole society should pay attention to.
Buy casually on the "cigarette card" online? E-commerce platform sued
Education departments in Gansu, Hunan, Shandong and other places have successively issued initiatives calling on student groups to boycott "cigarette cards". In May this year, the Office of the State Tobacco Monopoly Bureau issued a special governance notice, requiring local tobacco monopoly bureaus to cooperate with market supervision and other departments to dissuade convenience stores, supermarkets, cultural and sports goods stores around the campus from selling cigarette cases, "cigarette cards" and other items to minors.
However, the reporter found that the sales and circulation of "cigarette cards" have not been affected much. At present,Online shopping platform has become "Smoke card "Main sales channels.
In many online e-commerce platforms, the shops where "cigarette cards" are packaged as "toys" are dazzling.
Li Enze, Secretary General of chinese association on tobacco control Public Welfare Law Professional Committee:They use this "real cigarette card" and "rare cigarette card" to induce minors, and it is clearly written that it is "rare out-of-print cigarette card", and the product name indicates the card, toys, children, etc., which is aimed at children, adolescents and primary and secondary school students to promote sales.

Li Enze, secretary general of chinese association on tobacco control Public Welfare Law Committee, has long been concerned about the influence of tobacco on teenagers. According to his statistics, there are nearly 10,000 stores selling "cigarette cards" on e-commerce platforms.
The reporter found that some online shops showed that the sales of "cigarette cards" exceeded 10,000 yuan, and many products were marked with words such as "all by manual inspection", "genuine original genuine cards" and "children’s favorite", and some shops also played slogans such as "cultivating social skills". This year, Li Enze has purchased "cigarette cards" on these e-commerce platforms for three times, and all the cards received are brand-new paper printed with tobacco brand trademarks, except for the first time.

For the phenomenon of online sales of "cigarette cards", Li Enze repeatedly complained to the e-commerce platform.

Network e-commerce platform customer service:Because as long as there is demand for this commodity, it must be sold, unless it is said that these commodities are prohibited by our country, then we must not. Some parents will buy them for their children, so we don’t have a good way.
Network e-commerce platform customer service:This "cigarette card" problem, because there is no specific provision.
Network e-commerce platform customer service:For the time being, I haven’t received the relevant provisions here, which are explicitly prohibited by the state in this regard.

Li Enze said that the current situation of selling cigarette products such as "cigarette cards" in e-commerce platforms and related shops is obviously different from the chapters on protecting the rights and interests of minors in laws and regulations such as Advertising Law, Tobacco Monopoly Law and Law on the Protection of Minors.

Li Enze, Secretary General of chinese association on tobacco control Public Welfare Law Professional Committee:The Law on the Protection of Minors also stipulates that no tobacco advertisements in any form shall be released to minors, so the display and sales behavior of "cigarette card" with tobacco logo is itself an act of promoting and selling tobacco advertisements to minors.

Li Enze, as a parent, sued the e-commerce platform and the merchants selling "cigarette cards" together, and filed a lawsuit requesting that all the "cigarette cards" displayed and sold by the defendant be removed from the shelves according to law. On October 10th, the case has passed the filing review in Beijing Internet Court.
Expert: Preventing the hidden danger of "cigarette card" requires consensus from many parties.
It is understood that although the current relevant laws and regulations have not explicitly prohibited the sale of "cigarette cards" to minors, it can be seen from the existing Advertising Law, Tobacco Monopoly Law and Law on the Protection of Minors that it is the consensus of the whole society to protect minors from the harm of tobacco products. Experts said that to prevent the hidden danger of "smoke card", it is also necessary for many parties to reach a consensus.
Chu Zhaohui, a researcher at China Academy of Educational Sciences:All schools should strictly implement some regulations prohibiting smoking for students, and students should not touch cigarettes and tobacco products. Second, the relevant businesses, if there is such a sale or hype to minors, the regulatory authorities will supervise them. I think we should also give corresponding punishment to those who speculate on such products on the Internet, especially to minors.

Chen Yinjiang, Deputy Secretary General of china law society Consumer Protection Law Research Association:Marked with the logo of this kind of cigarette, or the logo of some cigarette brands, it actually has some inducements for minors whose mental development is not very mature. I think some behaviors like this, while improving the relevant legal system in the future, should also be included in the scope of our tobacco products management and strengthen the protection of minors’ rights and interests.
