Chai Shanshan represents: China express industry, which has witnessed the "sparkling" for 15 years, expects the "courier brother" who pursues dreams to better integrate into the city.

"Industry associations should play an active role, establish and improve industry management norms and standards, and implement reward and punishment measures for enterprises to jointly encourage trustworthiness and jointly punish dishonesty." Chai Shanshan said that all localities can also standardize the management of non-motor vehicles for express delivery and distribution, unify the appearance, number and logo of vehicles, implement the driving permit system and carry out certificates.

Xu Xiao, secretary of the Secretariat of the Central Committee of the Communist Youth League, pointed out in his speech at the third plenary meeting of the second session of the 13th Chinese People’s Political Consultative Conference, that there are still some problems in the career development of courier brother, such as long working hours, heavy labor intensity, complicated labor relations, poor job security, low social identity and difficulty in integrating into the city. Xu Xiao called for more protection and care for the courier brother. Improve job security, optimize industry management, strengthen humanistic care, and let the little brothers run happily, with peace of mind and comfort. How to give courier brother more protection and care? Future.com interviewed the first-line NPC deputies from the express delivery and postal industries in China, and listened to their voices together, hoping that the whole society could give the courier a little more understanding and support.

Future Network China Youth Daily, Beijing, March 10 (Reporter He Xin, Xie Qing) "The signing rate of contracts between some franchised enterprises and employees is low, which is only a verbal agreement, and the rights and interests of employees cannot be protected in case of disputes; Employees of express delivery must pay work-related injury insurance, but most companies only pay commercial accident insurance. When employees have accidents in the delivery process, they cannot get reasonable protection … …” From a postal grass-roots employee to a NPC deputy, Chai Shan, the mail receiver of Shanghai Postal District Central Bureau, "delivered" the industry’s voice to the National People’s Congress after collecting research from various places.

In 2004, after graduating from technical secondary school, Chai Shan came to Shanghai from the countryside and became a postal laborer. Fifteen years later, he became a deputy to the National People’s Congress.

Before 2018, as a postal courier, he sent countless couriers to Beijing, but he had never been to Beijing. On March 2, he walked into the Great Hall of the People in Beijing as a deputy to the National People’s Congress.

One year later, wearing his dark green postal work clothes, he arrived in Beijing as scheduled to attend this year’s National People’s Congress.

This time, what he mailed was not the express delivery of a certain person, but the voice of service personnel in many new formats — — Suggestions on migrant workers’ better integration into cities in express delivery industry.

Chai Shanshan told reporters that as an ordinary worker, he never thought that he would come to Beijing as a representative of the National People’s Congress and walk into the Great Hall of the People.

"Life is a struggle. If you want to pursue a better life, you must improve yourself. Whether it is personal ability or thinking, the only goal of struggle is to have a happy life." Chai Shanshan firmly told reporters that anything is possible in life as long as you struggle.

The word "struggle" has been with Chai Shanshan in his 34-year life.

Experience: 15 years from "courier brother" to NPC deputy.

Chai Shanshan was born in an ordinary peasant family in laohekou city, Hubei Province. When he was a child, he longed for a better life, that is, he could eat meat more times a year than festivals.

Chai Shanshan told reporters that he had a dream of being a teacher since he was a child. However, due to family economic reasons, he did not continue his studies after graduating from technical secondary school, but set foot on the road to Shanghai and became a postal laborer.

Loading and unloading, sorting, repacking and loading … … In 2004, all mail processing required manual operation.

"At that time, the most loaded packages were some luggage and books, and everyone needed to handle nearly 2,000 bags of packages every day on average." Although this job is a bit hard, Chai Shanshan told reporters, "When I think of sending the parcel to the recipient’s hand, their thank you and a smile are worth all the hard work."

In 2011, Shanghai Post Branch held a business training competition for all employees. Chai Shan told reporters that in order to memorize more than 2,600 place names in China and memorize theoretical knowledge with a thickness of 5 cm, he made a study card and put it in his pocket every day. He took it out to remember when he finished his work, and even recited it when he was eating and walking.

In the sorting center with only 1 square meter, Chai Shanshan remembers all the place names in the country and can mark the corresponding positions on the map.

Chai Shanshan achieved excellent results in that competition. Chai Shanshan told herself and everyone with her own practical actions that anything is possible as long as she works hard.

In the new post of mail receiver, Chai Shanshan has successively won the honorary titles of "Advanced Producer (Worker) of Shanghai Post Company", "Outstanding Young Commando of Shanghai" and "Advanced Migrant Worker of Shanghai".

"If I can’t master the theoretical knowledge related to work and the basic knowledge of business skills in this industry, I can’t do this job well, which requires me to keep learning to enrich myself." In addition to improving his business ability, in order to better keep up with the pace of the times, Chai Shanshan went to college while working.

In 2013, Chai Shan enrolled in the Open University as an in-service junior college student. There are two classes a week, from 6: 00 pm to 9: 00 pm. During each class, after taking off his work clothes, Chai Shanshan hurriedly changed into his own clothes and ran to the subway station.

For nearly five years, Chai Shanshan has almost no holidays. In 2018, Chai Shan graduated from undergraduate course. And he also became a NPC deputy from a postal grass-roots employee.

Witness: From manual operation to mechanization, China’s express delivery volume ranks first in the world

On March 5, 2019, the 2019 government work report pointed out that the rural circulation network should be improved to support the development of e-commerce and express delivery.

Chai Shanshan told reporters that when he heard the contents of Premier Li Keqiang’s work plan for 2019 in the Great Hall of the People, he was very excited, which further stimulated his strong desire to work hard to realize the Chinese dream and his enthusiasm as an official.

Chai Shanshan, who has been engaged in the express delivery industry for nearly 15 years, not only witnessed the development of China’s express delivery industry, but also witnessed the increasing living standards of our people.

"With the increase in the number of emails, on the one hand, it reflects the improvement of our consumption level, on the other hand, it also reflects the improvement of our quality of life." Chai Shanshan told reporters that the parcels received and sent in the past were clothes, quilts and daily necessities of migrant workers. With the development of e-commerce platforms, the application of big data and networks, whether it is special products from all over the country or some imported goods, began to circulate and sent to people’s doorsteps.

"In the past, it was loaded and unloaded by physical strength. Now, after mechanization, you can directly transport the mail to the corresponding bag with a belt conveyor." Chai Shanshan told reporters that in the past, it took half an hour to manually unload a mail, one hour to sort the mail and one hour to load it. Now the same operation process can be completed in less than 40 minutes.

"In the past, the processing center could only sort 2,000 pieces of mail per hour, and only 50,000 pieces per day at most. Now, after automatic sorting, last year ‘ Double eleven ’ Set a sorting record of 1.058 million pieces a day. " Chai Shanshan said that there was no automatic sorting equipment in the past, and every double eleventh often caused a backlog of mail, which made the user experience not high.

With the application of automation equipment, the mail processing capacity has been greatly improved, and the process has become simpler, which has realized that the mail does not land from unloading to loading and dispatching, and greatly shortened the mail processing time limit.

According to the statistics of the Ministry of Transport, by the end of 2017, the postal express delivery industry had served more than 100 billion users annually, with 40.056 billion pieces completed in 2017, and the business volume reached 50.71 billion pieces in 2018, ranking first in the world for many years in a row, surpassing the sum of developed economies such as the United States, Japan and Europe.

Suggestion: I hope that migrant workers in the express delivery industry can better integrate into the city.

After becoming a deputy to the National People’s Congress, Chai Shanshan told reporters that the biggest wish now is to improve his ability to perform his duties.

"Some legal knowledge is not well understood, and the nuances have not been carefully studied. When we perform our duties, most of us make suggestions from what we have learned. I hope that we can take care of all aspects later. At present, our greatest wish is to improve our performance ability and match our new identity." During the year of performing his duties, Chai Shanshan went to many places for investigation, and he found that the rights and interests of some migrant workers in the express delivery industry were insufficient.

According to statistics, at present, the number of first-line couriers in national express delivery enterprises has exceeded 3 million, and the take-away industry also has more than 1 million full-time and part-time terminal couriers. According to the survey data of the Chinese Academy of Social Sciences, most of this group are surplus laborers from rural areas, and their general education is low, mostly high school or technical secondary school. They are industrial workers in the new era under the new economic format, and they are part of the modern service industry, providing convenient and fast delivery services for the people. However, due to the imperfect social security and unsatisfactory employment prospects, few people are willing to take this job as a long-term career.

"Because couriers spend most of their working hours riding, most non-direct mode enterprises buy accident insurance for them, and rarely pay work-related injury insurance in social security. Once a major work-related accident occurs, the accident insurance will pay for it in one lump sum, and the couriers will not get effective protection from work-related injury insurance." In addition, Chai Shanshan also found that many couriers work long hours every day, and their labor intensity increases, so they have no extra time to study or have fun. In order to "Dora run", some couriers privately add batteries to the battery car to increase its endurance. The incidents of spontaneous combustion and explosion caused by improper use of the battery car have occurred from time to time, which has brought great hidden dangers to themselves and the surrounding pedestrians.

In view of these problems, Chai Shanshan suggested that enterprises should undertake social responsibilities while pursuing benefits, formulate reasonable wage standards, reasonably evaluate the work intensity of couriers, control and optimize the order quantity and delivery quantity, and improve the delivery performance reward and assessment system. At the same time, the relevant departments should increase the supervision of the signing of labor contracts for couriers and the payment of "five insurances and one gold", especially to include industrial injury insurance in the insurance types that couriers must participate in.

For the young people with low academic qualifications in this team, Chai Shanshan told reporters that he hopes to provide more cross-industry personalized training opportunities, such as learning platforms in manufacturing, e-commerce, tourism, breeding, etc., so that young people who want to stay have high-quality urban employability, and those who want to return home also have the ability to benefit the countryside.

Regarding the enterprise headquarters and the labor contract awarding party to strengthen the management of the franchise outlets and contractors, Chai Shanshan stressed, "No ‘ Pack it up ’ 。”
