Three-year Action Plan for the Development and Construction of Cultural Tourism Zone in Beijing Sub-center (2023-2025)
This action plan is formulated in order to thoroughly implement the Controlled Detailed Planning of Beijing Sub-center (block level) (2016-2035) approved by the CPC Central Committee and the State Council and the State Council’s Opinions on Supporting the High-quality Development of Beijing Sub-center, implement the relevant deployment requirements of the Work Plan for Deepening the New Round of Comprehensive Pilot Project of Expanding and Opening up the Service Industry in Beijing, and promote the high-quality development of the cultural tourism area of Beijing Sub-center.
First, the general idea
(A) the guiding ideology
Guided by the Supreme Leader’s Socialism with Chinese characteristics Thought in the New Era, we will fully implement the spirit of the 20th Party Congress, focus on the leading function of cultural tourism, adhere to the principle of "cultural tourism, cultural tourism, cultural tourism, and cultural tourism integration", establish a long-term and strong function, step up, seize the opportunity of "two districts" construction, build a demonstration zone for the integration of cultural tourism, business and sports around the main line of high-quality development, and create a "new landmark of cultural tourism, a new highland of cultural innovation and technology, and a new window of international exchange".
(2) Development goals
1.2025 development goals
The urban framework has been fully opened. Strive to complete the investment in fixed assets including key industrial projects, public service facilities and transportation, municipal and ecological environment supporting facilities projects exceeding 8.6 billion yuan. The intelligent and efficient transportation system was basically built, the "last mile" access project was implemented, and the construction of the bus center station was completed. The projects of Tongma Road Comprehensive Transportation Hub and Universal Studios North Comprehensive Transportation Hub were completed. Explore and build a dynamic space for the development of "integration of station, production and city" relying on orbital micro-center. The construction of roads and utility tunnel has been steadily advanced, and the safe and reliable municipal facilities have been improved.
The quality of the city has improved significantly. Diversified and high-quality public services and supporting facilities are more balanced, quality education and medical resources continue to increase, cultural and recreational facilities and sports facilities are optimized, and supporting facilities such as police stations are completed. The job-residence balance is more optimized, and the international talent community, commercial facilities and international hospitals are completed. High-quality blue-green functional space has basically taken shape, and projects such as urban landscape avenue, public green space and waterfront experience zone have been continuously built, with an ecological area of over 40%.
Industrial factors are constantly gathering. The leading role of the Global Theme Park has been continuously enhanced, the first phase of the project has been continuously improved, the second phase of the project has been accelerated, and the radiation capacity has been continuously improved. The industrial chain and development ecology of the cultural tourism area are more perfect. The commercial and entertainment complex project and the BTG headquarters project on the Zhangjiawan depot have been completed, which has driven the continuous gathering of high-quality industrial elements and resources and set up a "skeleton framework" for industrial development. No less than 30 high-quality enterprises were newly introduced. Create the "Universal Studios × Grand Canal" international consumption experience zone, and fully promote the transformation of scenic consumption to global consumption, daytime consumption to full-time consumption, and traditional consumption to emerging consumption.
2.2035 development vision
By 2035, a demonstration zone for the integration of cultural tourism and business development will be built, and a world-class theme park will be built. The comprehensive function of cultural tourism in the resort will be comprehensively enhanced, and the influence of the business circle of Universal Studios will be greatly enhanced, which will drive the surrounding businesses to prosper and consume actively, form an international consumer experience zone with high ecological charm and strong linkage of characteristics, basically build a high-end, internationalized and clustered northern industrial belt, form an IP full-chain industrial cluster led by innovation, and form a market-oriented, legal and international business environment.
(3) Industrial planning and layout
1. Industrial spatial planning
Focusing on the global resort, the northern industrial belt and the spare space for industrial development, we will speed up the release of land resources and create an industrial functional layout of "one core leading, one belt cohesive, and multiple areas overflowing". "One Core Leading" means to promote the development of cultural tourism areas with global resorts. Relying on the 4-square-kilometer global resort, we will enrich the theme entertainment projects, give play to the global IP drainage function, enhance the radiation, attraction and core competitiveness of cultural tourism, and form the core engine for the development of cultural tourism areas. "One Belt Cohesion" means to build the northern industrial belt, unite the development synergy, undertake the spillover effect of the global theme park, build a demonstration block for the integration and development of modern fashion, culture, tourism and business, and build a flow center in the northern region to make up for the dislocation and development with the global resort. "Multi-zone spillover" means that the spare space for industrial development undertakes greater global spillover effect, and uses the industrial expansion space such as "industrial convergence bay, innovative exchange island and international exchange port" to further enhance the industrial development level and international development level.
2. Orientation of industrial functions
We will build a "1+4" industrial system integrating cultural, tourist and business development, focus on theme tourism to form a core industry, give full play to the IP value drive of Universal Studios, strengthen the theme tourism function, actively undertake the global spillover effect, do a good job in supporting secondary consumption and extending the industrial chain, and focus on developing and cultivating four sub-industries of IP design, digital creativity, trendy sports and performing arts and entertainment. Develop and cultivate IP design industry, promote the sharing and coupling of source elements of content production, build an IP life cycle development platform, promote the integration of creative IP into various cultural scenes, and focus on the development of IP incubation, application, trading and other formats; Develop and cultivate digital creative industries, activate cultural resources with technology empowerment, and support the development of new formats such as digital music, online literature, e-sports, animation, and new vision; Develop and cultivate the trend sports industry, make full use of sports plots and green spaces, develop "sports+"formats such as mass ice and snow, sports entertainment and outdoor fashion, expand the new supply of sports consumption, and promote pan-sports products and consumer services; Develop and cultivate the performing arts and entertainment industry, strengthen the meta-universe, artificial intelligence and multimedia to empower offline scenes, develop immersive performing arts and other formats with a sense of technology, fashion and experience, and build a precise closed loop of integrated marketing of performing arts and entertainment. With "theme tourism +IP design, digital creativity, trend sports, performing arts and entertainment" and "1+4", we will continue to promote the vitality of cultural tourism areas and strive to create new international tourism consumption destinations.
Second, the key tasks
(A) the theme of tourism empowerment action
Support to enrich the project experience and holiday functions of the global resort. Coordinate and promote the first-phase follow-up project of the resort and the construction of new hotels, make full use of the landscape water system of Xiao Taihou River, carefully create the riverside landscape, create elegant night scenes and develop the "night tour" project. Plan to promote the construction of the second phase of the Global Theme Park, and integrate more local IP and hard-core technologies in China. Strengthen the joint marketing of global theme parks and city avenues, create a trend gathering place and a large-scale "first store economy" business circle that integrates diverse contents such as food, culture, performing arts and theme activities, and create a characteristic landmark of "Night Capital". Improve the operation and management level of the resort, and improve the experience and satisfaction of tourists.
Do a good job in operational service guarantee. Scientifically carry out epidemic monitoring and prevention. Improve the level of intelligent management, make good use of the comprehensive command center of cultural tourism areas, and realize "one screen for all, one network for unified management". We will improve the law enforcement mechanism of joint logistics, establish a comprehensive law enforcement system that is coordinated, flat, efficient, standardized and orderly, severely crack down on all kinds of illegal acts and disorder, and guide and urge the park to do a good job in passenger flow control, safe operation of large-scale amusement facilities, extreme weather response, and large-scale event management. Effectively do a good job in propaganda coordination and public opinion response.
(2) Key projects drive actions.
Accelerate the implementation of the Tongma Road Comprehensive Transportation Hub Project, and build a station-city integrated hub complex that faces the central city, connects new cities, serves sub-centers and radiates Beijing-Tianjin-Hebei. Integrate various public transport facilities such as subway, bus and bus express line to realize the integrated development of underground stations and cities. Taking vacation and leisure as the core, it has both business functions and differentiates to build middle and high-end hotels. With the experience as the leading factor, we will provide cultural display, leisure and entertainment, catering and other commercial services, and build a regional urban vitality center with "slow experience knowledge exchange, slow food presentation and slow life fun and vitality".
Accelerate the implementation of Universal Studios North Comprehensive Transportation Hub Project, and build a new urban hub micro-center that "connects sub-centers and serves Universal Studios". With the characteristics of three-dimensional transfer and open waiting, we will build an efficient, convenient, green and open bus hub, optimize the traffic streamline organization, and improve the efficiency of comprehensive traffic operation. Create a high-quality hotel integrating parent-child leisure, exhibition tourism, vacation and business functions. Give full play to the complex functions of walking in the green field, rooftop sky lounge, landscape business, etc., build an urban shared garden overlooking the green heart of the city and universal studios, and build a green, open and efficient composite urban life scene.
Accelerate the implementation of international talent community projects, create a typical overseas-like living environment, and create a more comfortable and livable community for international talents. Accurately locate high-level talents to provide international and intelligent services, actively introduce cross-border integrated consumer formats, build a trendy neighborhood business, create multi-level open space, meet diversified needs such as healthy living, neighborhood communication, talent exchange and flexible office, and build a high-end demonstration community of international talents with style, technology, convenience and openness.
Accelerate the implementation of the comprehensive utilization project of Zhangjiawan depot, and build a functional aggregation highland integrating "night scene, night performance, night shopping, night banquet, night entertainment and night stay". Supported by international famous products and driven by functional experience, we will build Ole MALL with strong drainage, strong gathering, strong experience and full life. Introduce high-end hotel brands such as Nolan to create a young, fashionable and luxurious five-star hotel. Create a colorful and vibrant town with four seasons, and build a one-stop cross-border sharing platform and micro-holiday destination for entertainment, leisure, socialization, hotspots and experiences that represent the customer circle and community behavior of the times.
Accelerate the implementation of the headquarters project of BTG Group, adhere to the development concept of green, science and technology, humanity and intelligence, and create a pilot "model room" for non-capital function relief. Give full play to the leading role of BTG Group in tourism business service industry, undertake the spillover effect of global theme parks, promote the gathering of high-quality cultural tourism industry elements, and promote the development of cultural tourism industry in sub-centers.
(C) Industrial development integration action
Cultivate and develop the whole IP industry chain. Pay attention to IP incubation, cultivation, trading and extended development, horizontally establish high-quality content matrices such as movies, music, animation, games and literature, vertically extend the industrial chain with high-quality IP as the core, and cross-border develop the long tail value of IP. With resource aggregation as the driving force, quality IP as the competitiveness, and IP operation and industrial extension as the expanding force, we will build an IP ecosystem, build a "creative park", provide a compound public space for creative talents to enjoy free and comfortable exchanges, and create a modern block that is constantly changing, leading the trend and full of vitality and innovative factors.
Strengthen the transformation of digital technology empowerment. Dig deep into the integration and innovation of digital technology and cultural tourism industry, accelerate the application of digital technologies such as VR, AR and 5G, and accelerate the new application scenario of "digital+"unlocking. Actively connect with national excellent industry associations and high-tech head enterprises, expand the scene transformation of real technology and digital twin technology, and explore the application of metacosmic technology. Strengthen the empowerment of science and technology, accelerate the digital transformation and development of tourism resources in cultural tourism areas, explore the landing path to realize the efficient interaction of cultural tourism products trading, supply and demand information docking, content sharing and other functions, promote the transformation of digital technology scenes, and promote the diversified integration of culture, tourism and technology.
Promote the new integration of "sports+entertainment". Promote leisure and fitness, research and teaching, and consumption upgrading of events with emerging sports. Dock the world’s top resources, introduce international heavy sports culture and entertainment IP, build a multi-city sports center integrating sports fitness, art exhibition, entertainment and catering, sports retail, streaming media and other resources, and introduce new consumption patterns such as smart tourism and smart sports to serve the multi-dimensional and all-season comprehensive needs of the whole population for sports culture and entertainment. Explore outdoor camping, music festivals, fashion sports and other activities, increase the mass consumption viscosity and consumption opportunities, and maintain the popularity and popularity of cultural tourism areas.
Cultivate diversified performing arts and entertainment ecology. Focus on theme IP-style, interactive and immersive products, and create an interactive space of "role+technology+audience" by differentiation. Introduce domestic and foreign high-quality performances, large-scale literature and art, sports, media, brand activities and festivals to create a landmark commercial consumption community. Starting from the concept of "animation, performing arts, exhibition +NFT metauniverse digital content", we will introduce offline performances and digital art exhibitions to create a complex of immersive interactive performing arts shows, original animation and digital product line space and super-dimensional city theaters.
(D) Multi-linkage coordinated action
Strengthen industrial interaction and complementary advantages. Linking Zhangjiawan Design Town to develop "Wenlv+Technology", giving full play to the advantages of scene application, and landing a smart city pilot demonstration project in Wenlv District. Cooperate with Taihu Performing Arts Town to develop "cultural tourism+performing arts", build the upstream and downstream ecology of the performing arts industry, undertake the global spillover effect, and enrich the content of cultural tourism. Cooperate with Songzhuang Art Town to develop "cultural tourism+art", promote exchanges and cooperation in the fields of cultural and creative product derivation and art deepening, art creation and trading, and form a virtuous circle of two-way empowerment. Linkage with surrounding towns and villages, promote the agglomeration of high-quality industrial resources, create a diversified and differentiated economic ecology, improve the industrial chain and supporting layout, and promote the coordinated development of business districts.
Connect high-quality resources in series and polish tourist gold business cards. Combined with the planning and construction of the Sixth Ring high line park, the park will be connected in series with the blue-green space along the Xiao Taihou River, and the city will be connected with water and moistened with water. Strengthen traffic interconnection and accelerate the planning and construction of Zhangcai Road and Guangkai Street, which are connected with Zhangjiawan ancient town and design town, and Jiude Road, which is connected with Taihu Performing Arts Town. Linking characteristic towns and the Canal Business District, innovating cultural tourism products, supplementing supporting services and connecting tourist routes in series, and creating a "pearl chain" of JD.COM tourism.
Help the field of cultural tourism to expand and open up, and promote the coordinated development of cultural tourism in Beijing, Tianjin and Hebei. Take the global theme park as the leader, build an international performance gathering place, promote the rapid development of modern cultural and entertainment services, and increase the two-way development of the service industry in the field of cultural tourism. Cooperate with Tianjin and Hebei to integrate tourism resources, strengthen joint publicity and promotion, build regional tourism brands, continue to promote interaction with the three northern counties, and promote the integration of cultural tourism industry chain into the coordinated development pattern of Beijing-Tianjin-Hebei.
(V) Urban quality improvement actions
Layout of safe, reliable, efficient and convenient infrastructure. Improve the basic framework of "four beams and eight pillars" in cultural tourist areas, implement the "last mile" access project for important groups and nodes in the area, complete the construction of bus central stations in cultural tourist areas, improve the pedestrian and bicycle traffic networks, and get through the road microcirculation. Layout special transportation services such as city sightseeing and special tourist lines, and continuously optimize the above-ground transportation routes. Promote the construction of rail transit such as inter-city railway connection line and track S6 line, and build a smooth regional traffic network. Study the multi-city function of rail micro-center, and explore the dynamic space for the development of "integration of station, production and city". Continue to do a good job in the operation and maintenance of utility tunnel in the cultural tourism area. Promote the relocation of overhead lines into the ground in an orderly manner.
Optimize the sharing of benefits and facilitate high-quality public services. Optimize educational resources in a balanced way and accelerate the construction of kindergartens, primary and secondary schools around Yongfengli Community. Based on the principle of building a boutique demonstration block and improving the living quality, we will allocate quality and convenient public service and living service facilities, explore the mode of "small space and large channels for new retail", build and improve community neighborhood businesses, and arrange convenient consumption facilities in a network to meet multi-level, personalized and full-time consumption needs and create a "side economy". Complete the construction of Wenjing police station. Layout planning group and home center, improve the supporting public service content, and promote the balance between occupation and residence. Based on the principle of creating high-quality resorts and improving the convenience and satisfaction of tourists, we will improve services such as tourism consultation, tourism convenience and benefit, and tourism security, and further improve the level of cultural tourism services.
Create a high-quality urban interface with water city integration and blue-green interweaving. Basically complete the public green space construction project (Phase II) in the cultural tourism area, continue to plant green, increase green and supplement green, do a good job in green space landscape maintenance, build a "one horizontal and one vertical" urban landscape avenue, and form a four-season landscape. Highlight the empowerment of science and technology, strengthen cooperation with professional low-carbon smart energy management institutions, guide and support the application of green low-carbon technologies, improve the level of refined management, guide the construction of open, efficient, low-carbon and healthy green buildings, and explore the creation of a "near-zero-carbon" green development demonstration zone. Promote the comprehensive treatment project of Nandagou and Xiao Taihou River backwater channel, and carry out river dredging, slope bank care and surrounding environment treatment. Integrate the nodes along the water system with the Xiao Taihou River as the thread, speed up the analysis and research of water system navigation, form supporting schemes such as landscape promotion, lighting and special activities, and activate the "blue economy". Comprehensive development and utilization of sinking space, green square and building retreat, etc., to build an open block with pedestrian priority, organic series connection, elastic mixing and integrated development of the ground and underground. Coordinate the features of the global theme park and the surrounding neighborhoods, and build a high-quality urban landscape area that combines cold and warm, ancient and modern.
(VI) Business environment optimization actions
Strive for the implementation of municipal empowerment. Insist on optimizing the business environment, deepen the reform of "streamline administration, delegate power, strengthen regulation and improve services", give full play to the advantages of the sub-center, closely follow the "1+4" integration of cultural tourism, business and development of industrial functions, take the service market as the starting point, and explore the accurate landing of municipal empowerment in performing arts, film and television, art trade and exhibition, network digital culture and other aspects around licensing, content review and activity approval. Actively connect with the guidelines for the approval process of municipal departments, and co-ordinate the establishment of supporting systems to undertake the operation of municipal power, such as agency and deputy, information sharing, and effectiveness evaluation, to ensure that each empowerment can be used in accordance with the law, and the maximum efficiency can be released.
Do a good job in life cycle management services. At the stage of enterprise entering and project landing, scientific indicators and evaluation methods are determined according to the characteristics of subdivided industries in cultural tourist areas, and differentiated industrial access standards and exit mechanisms are formed to ensure that the introduced projects are of high quality and great potential, in line with the overall positioning and development planning of cultural tourist areas. During the duration of enterprises and projects, we will help the high-quality development of high-quality cultural tourism projects by recommending and applying for urban related subsidies, incentives and other factor guarantee policies. Establish a "Golden Butler" service team in conjunction with the local territories and relevant departments. Study and introduce special policies for the cultural tourism industry. Recruit talents to attract talents and optimize talent service. Actively introduce leading talents and compound elite talents with international vision and rich management experience. For the senior executives and outstanding contribution workers of cultural tourism enterprises in the region, supporting policies are given around their actual needs. Actively promote the pilot policy of international talent service management reform, introduce high-quality international cultural, business, medical and other resources, and continue to optimize foreigners’ work permits and residence permits in China. Make use of the advantages of the "two districts" policy, optimize the approval process of foreign investment licenses, and provide one-stop services such as convenient visas for foreign-related performances, exhibitions and competitions. Strengthen the tripartite alliance and cooperation among the government, universities and think tanks, and build an integrated cultural and tourism ecosystem in Industry-University-Research.
Third, safeguard measures
(A) to strengthen organizational security
Under the overall leadership of the Management Committee of the Party Working Committee of the Beijing City Sub-center, high-level planning was strengthened at the urban level, a work and service mechanism with reasonable division of labor, clear rights and responsibilities and close cooperation was established, and major project planning was carried out in advance. The Cultural Tourism Zone Administration of the Sub-center is responsible for specific scheduling and follow-up, forming a list of key tasks in detail, sorting out the work progress in time, coordinating and solving difficult problems, and ensuring that all key tasks are implemented in detail.

Make full use of the supporting policies of the urban areas in cultural tourism, business services, finance, finance, talents and land, and promote the development of various undertakings in cultural tourism areas. Explore and study the characteristic supporting policies that meet the functional orientation of cultural tourism areas and the needs of enterprises, and establish policy advantages. Encourage high-quality head enterprises and social forces to participate in the planning and construction of cultural tourist areas, explore the establishment of an investment operation model involving multiple subjects, and accelerate the formation of industrial resources and elements.
(3) Strengthen team building
Enrich the "online+offline" and "theory+practice" training methods, strengthen the training of cadres’ policies and professional knowledge, and build a high-quality professional cultural tourism talent team to meet the needs of the international development of cultural tourism areas. Give play to the role of market-oriented operation mechanism and assessment and incentive mechanism, actively attract outstanding cultural tourism talents who are familiar with the work of cultural tourism and have professional background to serve as appointed experts, and help the development and construction of cultural tourism areas.
(4) Do a good job in publicity and promotion.
With the help of major conference and exhibition platforms at home and abroad, we will actively promote investment promotion and enhance the reputation and influence of the park. Build an all-media communication matrix, strengthen the connection with the central and urban media resources, explore the effect of high-quality self-media traffic, reach the whole population by various means of communication, release the vision of park construction in time, update the development process regularly, and fully display the dynamic and attractive city image of the sub-center cultural tourism area.
